Wanted Child Support Evaders

  1. OVERVIEW
  1. The purpose of this policy is to provide staff and members of the public a working knowledge of the requirement for the Division of Child Support Services (DCSS) to post information on the internet regarding support payors (SPs) who are not paying child support and owe arrears
  1. APPLICABILITY
  1. This policy applies to all Arizona IV-D program staff performing title IV-D services.
  1. POLICY
  1. The DCSS shall post information on a quarterly basis identifying at least ten (10) non-paying SPs with qualifying arrearages on the DCSS Wanted Child Support Evaders webpage .
  1. CRITERIA
  1. In order to post an SP on the DCSS Wanted Child Support Evaders webpage, the following criteria must be met:
  1. The SP has an open Title IV-D case.
  1. An Arizona court order for child support with arrearages in an amount equal to or greater than 12 months of support and at least $5,000.00
  2. The DCSS has not received payments for the child support case in the past six months, excluding income tax intercepts
  3. The SP is not involved in bankruptcy proceedings
  4. The SP is not receiving TANF benefits
  5. The SP is not a participant in the Address Confidentiality Program (ACP)
  6. The location of the SP is unknown and a recent attempt to locate the SP failed
  1. The DCSS has a photograph clearly identifying the SP.
  2. The DCSS has provided notice to the support recipient (SR) of the intent to post the SP’s photograph and arrearage information on the Wanted Child Support Evaders webpage.

When the SR and/or children on a case has/have the Non-Disclosure Indicator (NDI) set, the DCSS must obtain consent from the SR to post the SP on the Wanted Child Support Evaders webpage.

  1. This policy is supported by staff procedures, which identify how action related to this policy will be conducted; including responsibilities, time frames and required actions.
